This September 2024, the Philippine Statistics Authority (PSA) will conduct the 2023 Occupational Wages Survey (OWS) and 2023/2024 Integrated Survey on Labor and Employment (ISLE). The OWS and ISLE are establishment-based surveys simultaneously conducted every two years. As a joint survey, the 2024 OWS and 2023/2024 ISLE have the same samples, employing 10 or more workers, same survey design adopted and same operational strategies implemented during field operations.
The 2023 OWS aims to generate statistics for wage and salary administration and wage determination in collective bargaining negotiations. In particular, the 2023 OWS measures the wage differentials across occupations and industries in the country. It likewise determines inequalities in typically low-wage occupations and high-wage occupation among workers.
Moreover, the 2023/2024 ISLE is a modular survey that integrates the concerns related to employment, workers’ welfare and protection and labor relations. The ISLE is one of the major sources of core labor statistics as prescribed under International Labour Statistics Convention (C160) and the supplementary Labour Statistics Recommendtion (R170) for ratifying countries to generate data related on employment, labor standards and labor relations. Data generated from ISLE are also included in the Decent Work Statistics (DeWS) – Philippines which assess the implementation of decent work in our country. Further, the data generated on the module on occupational injuries and diseases is included in the list of Sustainable Development Goals (SDG) indicators under Goal 8 (Decent Work and Economic Growth).
The main objective of the 2023/2024 ISLE is to generate an integrated data set on profile of establishments, employment of specific groups of workers, occupational shortages and surpluses, job-related trainings of workers, occupational safety and health practices, among others.
The total combined samples of Laguna for the 2024 OWS and 2023/2024 ISLE is 1,180. Samples were selected according to Total Employment (TE). Those with TE of 10 to 199 will be selected on a sampling basis while those with TE of 200 and over will be 100 percent selected as a sample respondent
To augment the operation, PSA-Laguna will hire Statistical Researchers aside from selected PSA Laguna staff who will be involved in the operation.
Provincial Statistics Officer Magdalena T. Serqueña, is enjoining all sample establishments to support this huge undertaking of the PSA. She is also asking for support and cooperation from LGUs, business associations, chamber of commerce, economic zone managers and administrators, mall/building administrators and other business groups for the smooth flow of these activities.
