Reading is a skill that is fundamental to academic and professional success. The ability to read effectively is a crucial component of lifelong learning. Thus, the implementation of National Reading Program is a crucial initiative that seeks to address issues of reading difficulties and promote reading comprehension among elementary pupils.
For years, we have seen the impact of poor reading proficiency on student learning and achievement. The result of Program for International Reading Assessment (PISA) revealed the Philippines ranked 78th among 79 participating nations, indicating a serious learning crisis that must be addressed. With the learning crisis exacerbated by the COVID-19 pandemic, the need to focus on improving reading skills has become more pressing than ever.
As part of the National Learning Recovery Program, National Reading Program aims to ensure that every child becomes a proficient reader. The program emphasizes the importance of developing literacy and numeracy skills from an early age, recognizing that foundational skills acquired in the early years are crucial for future academic success. With this, there are a number of factors that must be considered to ensure the effectiveness of this national initiative.
One is the time allotment and focus on reading instruction. The 30-minute reading period per day may not be sufficient to build the necessary skills, and there needs to be a greater emphasis on reading across the curriculum. This would involve teachers from all subject areas incorporating reading comprehension strategies and providing ample opportunities for students to engage with a variety of texts. If we are to develop a culture of reading, it must be a priority that is embedded throughout the educational system.
Another critical factor is the provision of proper resources and training for teachers. Effective reading instruction requires specialized knowledge and skills, and teachers must be equipped with the necessary tools and strategies to support students with reading difficulties. Without adequate professional development and access to appropriate instructional materials, the impact of the national program may be limited. Teachers play a vital role in fostering students’ reading abilities, and they must be equipped with the necessary knowledge, strategies, and resources to effectively teach reading.
Finally, the involvement of parents and the wider community is crucial. This is a national initiative that requires a collaborative effort between schools, families, and the community. Teaching young learners to read is a shared responsibility, and parents must be engaged as partners in their children’s literacy development. Daily follow-ups and reinforcement at home can significantly contribute to the success of the reading program.
NRP is a commendable initiative that holds great promise for improving literacy outcomes among Filipino learners. However, its success will depend on a multifaceted approach that addresses the various factors that influence reading proficiency, from instructional practices to resource allocation and community engagement. If we want to create a generation of proficient and enthusiastic readers, a sustained, comprehensive, and coordinated effort is required for this national program to succeed.
